My ECU is convinced something's wrong...

On my 95 D1. I've read all the info on stepper motor issues... I've cleaned, tested and cleaned and tested. Ended up replacing the stepper motor because the ECU is absolutely determined that it's a problem. I've reset the codes, it comes right back with the warning lamp on the dash. Had a dealer look at it and they said they have no clue why and suggested a new ECU, they'd be more than happy to sell me one (I think they're just making excuses).
Truck actually runs great! Smooth idle, plenty of power and fuel economy better than many other D1's. Problem is that the emissions testing station won't pass it with the CEL on. I can't disable the lamp because they check for it on startup... What kills me is the truck PASSES the sniffer test with flying colors!
Suggestions?

If you pass the sniffer, and the truck runs great then disable the lamp and get certified!

Speaking from the Canadian experience, where nobody sniffs my rig except the neighbours dog after I've been wheeling in the mountains. ;)

I really wish I could disable the lamp- they watch for that when they turn the ignition on to make sure it comes on with the self-test.

I'll go back to investigate the base idle, I hadn't paid a lot of attention to it because it seemed within spec according to the factory book... but I probably should use a more accurate tach. Thanks for the tip- this thing is driving me nuts.

I honestly think that if a vehicle can pass the sniffer test, it shouldn't matter. I had the same problem with a Heep Grand Wagoneer with an air pump. It passed the sniffer without the air pump, but I had to replace the pump because it failed the visual inspection because the belt wasn't on. Never understood air pumps- pumping air into the exhaust to dillute it never made sense.
