No power at fuel pump or EFI relays

Hi all,
I'm asking for help to check my work since my wife has relocated the ETM disc to a presumably secure, but unknown, location. I could use some help to verify I haven't overlooked anything before I proceed to the next steps.

Our 92 RRC will not start. I found there is no power to the fuel pump, although there is approx 5 v at the plug for the fuel level sender. Here are the other known facts/results:
  • New battery, fully charged 12.9v at battery
  • Pump runs when 12v applied to pump harness
  • Ignition load relay checked and verified good
  • Inertia switch replaced w/ tested, good unit. Old switch was probably good but the magnetic ball inside seemed a bit weak, so I replaced it. When power applied to line out from switch, pump runs. So, wiring from inertia switch to pump tests as good.
  • Fuel pump and EFI relays both tested good. Applied voltage to both and hear click. Also verified current passes through relay pins.
  • 12+v at fuse C4
  • With ignition switched to ON (second position), there is no voltage at pin 30 at socket for fuel pump or EFI relay.
  • Testing continuity at pin 30 at EFI relay socket shows NO connectivity EXCEPT if I move the socket around a bit. That leads me to believe the wiring to that socket has a short and the wiring should be replaced.
Here's where I run into a hitch, assuming my diagnostic work is correct. The green manual doesn't show the full wiring schematic, i.e., the relays don't appear in the schematic. My assumption here is that the EFI relay must be energized and send current to the fuel pump relay. Am I correct here? Assuming I am correct, I believe I need to replace the wiring from pin 30 on the EFI relay socket to its upstream connection. Is that the output wire at fuse C4? If not, where? Sorry to have to ask for help on this, but as I said my reference materials are MIA.

the fuel pump relay is under the passenger seat, one is for the power seat the other the fuel. Try jumping the relay, that was my problem. Once you jump the relay you can hear the pump energize before you start the engine...
