o2 Sensor Not Responding

I ordered an o2 from AB and installed it just to rule that out (even though Im sure it wasn't the issue) and again got the 1173 code. Is there somewhere else I can test to try to figure this out. I can't pass emmissions with this issue and can't legally drive the truck till I do.

Sounds like its not the sensor.

Either the signal wire you have been measuring is shorted to ground someplace. Or more likely has excessive resistance. I guess your going to need to gain access to both ends of that wire. Going to need to scrutinize that wire before condemning the ECM.
