OBDII Link Failure

Went to parts store for a scan. Hmmmm, data link is not providing any info.
Went to a different place, same results. He tried it on his car, it worked. So, for some reason my data link is inoperative.
Went to RAVE, searched, fuse (10A) connection on the satellite fuse row is good.
My light is on due to gutted cats and a confirmed post-cat bad O2. An O2 Simulator is in route to take care of these issues.

So, what am I missing on the dead data link?
I only see the data link associated with a single 10A fuse?

No, I have no opened-up the bottom of drivers side to take a look for possible connections since the data link connector is solidly affixed to the fascia.

Any ideas and thanks in advance.

Is your key in the run position. On my 99 the key must be in run to get a reading.

There are different communication protocols used for obd diagnostics. Perhaps the places you went to get a scan aren't using the right protocol? I believe LR uses the ISO protocol.

Is it that the scanner isn't getting the power from diagnostic plug? I had this same thing happen to mine as well. If this is the case then a Testbook won't be able to read it either. From what I know, which isn't much, a Rovacom can be configured to be self-powered, thus not needing the power from the diagnostic plug to get the reading. Charlies British has a Rovacom but he can't do it either because he doesn't know how and is a little old fashioned (I tried to explain it to him but I'm just a dumb girl right). There is a shop in Orlando but I can't remember the name, British something or another right down the street from Land Rover Orlando, and he knows how to do it there. But then Orlando is a long ass drive from Tampa.

Sorry for my ambiguous thread start. The two parts stores that have in the past scanned the truck for codes are no longer able to get any readings from my data port.
So yes, no power coming from the plug.
ISO is the format used.
I watched one guy walk over to another car with the scanner in-hand and read that car's information, walk back to my truck, and get nothing.

I am going to tear into the bottom-end today and see if there are any loose wires.

I had one 20A fuse blown, but I have no idea if this will have an impact on the data port. Again the RAVE shows a 10A fuse on the satellite bank of fuses that provides the energy and that fuse was replaced, it was good, but I replaced it anyway.

Jen, that "I am just a girl line... Stop it! Really. I bet you have been through more of your truck and understand the inner workings than many, I suspect anyways. Raising three daughters and married to a strong woman, that gender-oriented stereotypical phrase is always categorized as ignorance and we work every day to build their baseline of self esteem. I used a probe to check each pin for power and here is the results:
The data link connector is a 16-pin plug and has the following layout:
PIN# Wire Color Source Test Result
1 not wired
2 not wired
3 not wired
4 black Ground
5 black Ground
6 not wired
7 white light green ABS no power
8 pink/red anti-theft no power
9 not wired
10 not wired
11 not wired
12 not wired
13 yellow /pink airbag no power
14 not wired
15 white/pink ABS no power
16 white/red Fuse yes, powered

So anti-theft, ABS, and Airbag all seem to route to the Engine Control Module as well.

So here are two new QUESTIONS:
1- Am I correct in thinking I would see power from the wires/pin for ABS/Airbag/Anti-theft?
2- Does this point to an issue with the ECM?
