I use Adobe Image Ready, but it's not free... A good free program, which I've used in the past, is Photo Resizer . Like Image Ready, Photo Resizer allows you to resize the pixels of the image and play with the image quality settings. It'll show you proposed image size (kb) before saving it too. Good proggy! Give it a shot.
If you have microsoft Office 2003 (I think XP has it too), it comes with a program called Picture Manager which makes it really easy to resize. They even have presets where you can choose to resize it for a document, webpage, email, or thumbnail. All you gotta do is choose which one.
