I have a ?00 Disco II that I need to clear the codes on. Best piece I?ve found around here is $30, for maybe 9.99 I?d pay someone to clear them but for $30 I?ll just put that into a reader.

So my question is would I be better off getting the connections and software for a PDA/laptop or just get the scanner. I?ve seen the connection kits for around $80-100 and see that there is free software available. Any suggestions as to brands, is the free software crap? Any input would be appreciated, thanks.

There's a PDA link program called Pocket Logger which goes for ~$100. The benefit of a PDA link software like Pocket Logger over a regular code reader is that most of the PDA softwares allow you to do a lot more in terms of monitoring/logging engine parameters. Something to think about.
