not terribly new, seen these on off road equipment for a few years now. makes sense, it seems. Michelin did some research with auto tires like this a couple of years ago.

Why are the spaces exposed? I would think they could close the sidewalls and eliminate that possibility.

They are at every military trade show I go to on ATVs, UTVs, etc. for many years. Some armored up, etc. With more and more troops doing patrol on these it could make sense.
