Photo Re-touching guru's

I've got a picture I would like turned in to something its not. It's a really bad, low res photo I would love more than anything to have a print of for my wall. But, the quality is so poor, printing this picture would never do it justice.

I'm not looking to turn this picture into a photo worthy of a magazine. But it needs improvement before I can do anything at all with it.

If anyone can help, or thinks they can, I will e-mail the picture to you. It's just too racey to post here and defiantly not work safe.
