I've so far had pretty good luck with "The Jag Shop" on 54th and Burnside. They have a Rovacomm and they seem like pretty good guys. You see a smattering of everything British, plus there's usually a red or yellow Ferrari around (which at first made me wary, but maybe the car's owner knows the shop owner).
My '95 RRC had a hot start problem. They spent quite a few hours chasing it down, and then eventually figured out that it was a bad ECU. They told me that they didn't feel good about the time they spent scratching their heads, so they didn't charge me for the diagnosis time, only for a used ECU and the labor to replace it.
More recently, they met me in the parking lot to chase down a check-engine light just before a longer trip. That was nice because their normal backlog is about 5 days.
They have an Autologic for Rover, and I always see Rovers in their lot.
They also diagnosed and replaced a failing fuel pump in my '98 4.6 that LR Portland couldn't figure out.
I'd stay away from LR Portland if I were you. They're incredibly polite, helpful people... but their techs seem to be unimaginative at best, and stupid at worst. I've been there 4 times with my 4.6 and once (for the fuel tank recall) with my SWB. I was happy with the tank recall work (replaced the fuel pump while in there for parts cost only), and for the first visit with the 4.6 where they replaced a bad belt idler, but have not been at all happy with their diagnostic skills with the other three visits.
But I didn't know we had a Rover specialist in town. I'll have to visit Ships Mechanical.
