Nope. The master cylinder, front calipers, and booster are different supposedly to provide better pedal feel. Not sure if they'll interchange individually or not. Probably will.

99-02 m/c with 03-04 front calipers seems to be the best combo.
99-02 M/c has a larger bore than 03-04 iirc.

Should be able to. Better braking, maybe. I honestly never could never tell the difference between the years as they all kinda have marginal braking at best.....
