Rear bumper install problems - HELP!!!

I have a 01 D II that has a Devon 4x4 rear bumper. I am changing over to a 04 D II and have removed the bumper from the 01, had it repainted and ready to go. However I have hit a couple of snags and would appreciate any help.
Issues;
1. The D44 rear bumper fits right up against the rear which is great for the departure angle. However in trying to fit it to the 04 D II it the fit is so close that the rear door will not open. I have removed the OEM trim strip and the bumper corners but the fit is just too tight to allow a proper fit. In looking at the left side frame there is a gap between the top of the frame and the body of about 1/2" on the right hand side the gap is about 5/16".
2. While the bumper (which is really a nice bumper, very stout) will slide in the rear light assemblies hit the body and thus the bumper will not slide all the way into place. Would it be feasible to put a shim on each side between the frame and the body to allow for a touch more space? There appears to be a mounting bolt just ahead on the frame that goes into the body. Thoughts?

Can you open the mounting holes on the bumper?

British build tolerances. Steve at the old Rovertym used to complain about it. No two sets of mounting holes were ever the same. Needs a hole. Or two ova led out.
