i'm gonna say rattle can or bedliner. rattle can easily be touched up if/when it chips, unlike powder coating. and bed liner is pretty thick/durable, so that would work to i would think.

I just bought a soda blaster - cool shit. Soda blast the hell out of that rack and rattle-can it like there's no tomorrow.

No, picked up a used one from an equipment rental shop - I rented it to strip some paint and they said I could have it for just a bit more than the rental price so how could I pass it up? It's just a simple plastic hopper and an aluminum chassis and a few hoses, hooks up to a pressure washer nozzle and soda is fed into the pressurized water stream via venturi effect.

Use diet coke to strip the rust, or if you can get your hands on it, phosphoric acid. Do this after a first pass with steel wool, it will turn the iron oxide into iron phosphate, which will actually help seal the metal. It'll be black from the iron phosphate, but who cares? You're gonna paint it anyhow.

I fixed a rusty gas tank with diet coke once, never got rusty again.
