pull your head out and look at the valve cover dude. The long bolts go in the long holes and the short ones dont.

You'll know when you start tightening them and shear the head off a long bolt that you put in a short hole. Ask me how I know.

The short ones go where the long ones don't

Jokes aside, the short ones go on the inside (to the center of the engine) and the long ones on the outside. HTH
