Slow to start...

I have a 2000 D2 and i get in and turn the key and it has to build up and then it starts, had the battery tested and it was ok and the starter read at about 10.8 or 9 something... anybody got any ideas.

Also the check engine came on and gave me the P1170 and I replaced the MAF and the air filter and all 4 o2 sensors...

I got nothing.

check the fuel pressure , pump might be getting weak.
