I think I have a sticky thermostat and I have already ordered a new one.
Last one I got had a small plastic bead loosely attached to the rim of the thermostat.
My question is, how is it oriented at installation? Is it at the top or bottom?
BTW, what is it supposed to do?

Assuming it's a D1 -
You install the thermostat with that dingleberry up, at 12 o'clock position.
I also drill a 1/8" hole near the rim of the thermostat - it allows the coolant to flow a little when the thermostat is closed. It allows it to open properly even if you have an air pocket in your cooling system.
