I have a 2004 Disco with 18 inch rims.Whats the largest size I can fit with no lift, and no mods to the suspension? What brand to consider also without breaking the bank?

Two suggestions:

1. Read this. A handy concise summary that might answer your question.
2. Do a search on the subject. Tires are one of the top 2 or 3 most commonly discussed topics and there is a wealth of information in the archives on this forum.

I run 36"X13-16 on my D2 with no rubbing at all.

So if I can fit that on my 16" wheel I'd say you'd be safe with at least a 39" tire With no problems.

I have 285/60/18's with a 2" lift. something between stock and mine might work on a non-lifted disco. Do you plan on lifting it in the future? If so, I would do that before tires.

275/65/18 worked really well. no rubbing except barely on the front bumper turning in reverse. and i took the mud flaps off.

On a stock height Disco? My friend has those with a 2" lift. They are taller that my 285/60/18's.
They look great on a lifted rig, but seem big for stock height?

265/65/18 should work well, may rub slightly at full lock. BFG makes some tires in that size (expensive) and the Hankook DynaPro All-Terrain is a pretty good tire for a lot less $$$.

That's the size I used when I still had 18" wheels, no problems.
