Have fitted Pirelli LT245/75 R16's on DII.

Up front on my vehicle I have, TJM 15 steel winch bumper, Warn 8000 winch, two Optima batteries. I reckon about an extra 238lbs.

Should I still be running with LR Handbook pressures (seem a bit low at 1.9 bar/28 psi) or should I up the front pressures. I notice Pirelli quote pressure in bar as 5.5 but don't know if they are quoting max pressure.

I run a winch bumper and winch but (not dual batts) and I go 40 psi when not wheelin on 235/85-16s. So I would think you could go at least 32-35 psi. Check the max prss recommended by the tyre manufacture on thhe side wall

try 32-35 as Andrew recommended this worked well for me with that tire size. Go higer if you want don't hurt will just drive a little different, don't exceed the max value on the tire tho, which depending on the load range will be higer or lower.
