Is it necessary to remove the intake to change the valve cover gaskets on a 2004 Landrover Discovery 2. The valve cover gaskets were changed about 20,000 miles ago and they are leaking again.

Yes. You can access the outside bolts without removing the upper intake/plenum, and it sometimes helps to retorque those bolts every now and then.
If you redo the gaskets, consider putting a THIN film of black RTV around the mating surfaces of the gaskets.
