You think that's ridiculous, try driving around Pretoria. The administrative capital of South Africa is famous for being paralyzed by "Blue Light Brigades," where every schmoe from the Deputy Minister for Awarding Illegal Government Contracts to the Assistant Vice-Chancellor of the Agency for Obfuscating Public Transparency zooms around town in a police-escorted motorcade to get to lunch or their manicure appointments.
Paul Ryan flew in for half a day for a fundraiser and they shut down a few streets and cleared the road to and from for him. why these idiots cant do this crap at a hotel right by the airport is beyond me.
Think thats bad? Have a gander at what happens when they go over seas on a trip.....

Seen it several times in West Los Angeles close to Century City, and had a close hand look at the "manpower" back in February when I inadvertently pulling into the path on The Presidentel motorcade, because LAPD had not blocked the minor side street I use to pull onto Olympic Blvd.
