Jack up the rear tire and see if the wheel has play in it from the top and bottom and left and right.

Check for stones stuck behind the splash shield. Also check to make sure the shield isn't bent up against the rotor. I've had both before with similar symptoms. More recently, I had a similar issue when replacing rotors. I pounded the old rotors off, sending rust chunks everywhere. A couple of big rust flakes from the old rotors got between the hub and the new rotors. This caused the new rotor to seat unevenly and occasionally drag on the brake pads with a squealing sound. The slightest tap of the brakes silenced it temporarily. Considering your recent brake work, I'd say that without a doubt, something is dragging on at least one of the rear rotors. You might also check to be sure that the pads are correctly seated, with the tension springs in the correct position.

Just went out and checked the bearings..and had no movement in the wheel so I imagine they are good.

I was thinking the same thing that something is jammed or stuck up in there. I guess I am going to have to pull the wheel off and have a good look at it

If you're going to the extent of having to pull the wheel, caliper and or rotor in search of a random noise gremiln; you might want to have a new wheel bearing ready to go.
This is the exact same description - whistling - that the '98 went through last August. I couldn't even hear the sound but our son kept asking about it. It would go away when braking and or cornering (but I forget now which way I had to corner)..
In the end, the PS rear bearing was toast and ultimately that random, hard to hear, whistling sound became a constant that I thought for sure was a brake caliper rubbing on rotor or some bolt stuck "in there" sound... Luckily, I had a set of bearings for the rear on hand.
Surprisingly, a wheel bearing is relatively easy to replace compared to any other work I've done to the '98 or '00 since.
