Yep. That's the frame that the latch bolts to. The top should move freely.

The frame may be steel. I assumed it was aluminum because of how lightweight and flimsy it was. But yes, that frame is the one that should only be bolted at the bottom of the dash, and what the plastic catch bolts to. The top part of that frame should be easy to move side to side.
