It's def in the engine.... if you go underneath by the oil pan it is much much louder.... the ticking usually kicks in when the engine is warm, I would think that the exhaust would expand and the tick would get quieter as the engine got warmer.

Thanks for the replies guys! I started going through the fuses in the fuse box under the dash one by one, just in case there was one in there that might someone have something to do with the fuel pump. The fuse for the alternator was blown, as soon as I replaced it the truck started right up!

Does anyone know if there are O-rings between the fuel line connections to the fuel rail? I can't figure out if they fell off when I removed the rail or if there aren't supposed to be any, can't find anything in rave about it either. Thanks for the help!
