Where can I find the diagnostic port on a 95 Disco 14CUX? I know it should be under passenger side dash but I've looked and don't see anything obvious. Is it buried? Thanks

Changing the rocker cover gaskets today and found what looks like metal chunks in the bottom. First time taking the plenum top off. This isn't normal, is it? Any idea what it would be? Thanks
