I have scoured RAVE and cannot determine the location of the transmission and transfer case breather tubes. I haven't inspected them in four years of ownership, so I thought now might be a good time.

They come up the top side of the of the trans case and mount to the back of one of the heads if someone put them back where they should be . There black and hooked like a sheppards hook at the end
The other reason I am asking is that the transmission dipstick is usually popped out of the tube whenever I check it. I'm guessing that it may be to relieve pressure?

Not sure about the dipstick moving out of the tube . But I guess thats probably why you want to find the vents . The vent tubes should end up near the coil pack . Can't remember what side .
Whatever you do, don't blow air into the breather tubes. I did this to see if they were clear, and my truck split trans fluid out all over the place out of the dipstick until the pressure was relieved.
