your random engine package from england also usually arrives with, among other things, a poorly tuned injection pump, 1 or two fowled injectors, 1 or 2 bad glow plugs, 1 or 2 bad pulley bearings, a worn out timing belt, and a corroded radiator. the one we're finishing up right now had broken rings on two cylinders. the supplier was more than happy to refund us some money, but its still added shop time.

yup this engine was gone through from the head gaskets up. lots of parts and labor go into this, thanks for pointing that out, i think the price is a deal, but then again I am selling it :)

No issues. Only the initial puff at start. Glow plugs great. No numbers.

In parts of VA. You do know that you can register your car and have it "garaged" anywhere you like. Like say in a county where there is no emissions. You do not have to provide a physical address, etc. Then get it inspected anywhere you like and they will know not do to emissions via the county named at the bottom of the registration. Viola. Just sayin'.

here in WA any diesel under 6k lbs doesnt have to go through emissions. My 98 cost me less than 50 bucks to register and have the title changed from V8 to diesel. no more emissions and they didnt even care about having it inspected to change the title to a diesel.

Here it sucks.

In NoVA (Alexandria, Fairfax, etc) if it's '96 up, they want the OBDII fully operational.

Eh? Don't they base the emission requirement on the vehicle's registration, which in turn requires an address? So if let's say you live in one of Northern VA counties (e.g., Fairfax, Stafford, etc.) how can you just avoid the emission requirement (unless you have a vehicle registered further south)?

P.S. Not a concern for me, since I am further south and don't have to get one, but just a question since you've mentioned it.

You can do a swap as long as the OBDII remains fully functional which when swapping requires a LOT of work (or the wiring up of an OBD emulator to full the machine). A 1995 or earlier truck would be a much better swap due to no OBD plug and needing only the sniffer.

I dont think you can "garage" in a different county since it is linked to your address, isnt it? Seems like too easy a loophole

I've registered and titled all of our training vehicles (9 or 10) that we have in VA and when you fill out your form at the DMV when you get a title it asks you where the vehicle is garaged.

Now if I were to have the emissions done where they are addressed (Middleburg, VA - Loudoun Co.), I would be screwed. It's just a mailing address for the business, but the physical location is in Orange, VA.

So the address on the registration is Middleburg, VA, but at the bottom of the registration card it has Orange, VA - which is what the emissions information is based on. This is legit of course since the trucks are "garaged" and used in that county - not Loudoun.

They do not ask for any proof as to where the vehicles are garaged, so there is nothing to say that you can't just state a particular vehicle is garaged elsewhere.

I am not about to say that I've done this for personal vehicles, but I'm just sayin' that it would be plausible of course.
