Whether or not those 4 senior officials were tokens is not a foregone conclusion.
Have you considered that, in the opinion of the person appointing them, all the senior officials were the best qualified for their particular positions?

Supreme Court justices are chosen from a pool of judges, not from the people who shop at 7-11 down the street.
