The article says the vehicle had its VIN swapped. Pretty sure thats illegal

The way I see it - if you wanna play the VIN swap game with the feds go ahead. Just know the risks - this being one of them. I think the rules are pretty straight forward. I think it's more fucked up that you can marry your cousin in Virginia.
