Well the fuel pressure hasn't gone down at all but I hooked up my obd reader to the old ecu and it was able to communicate with the ecu and pull the codes (it has been hot and dry lately outside) and it pulled up p1192, p1317, p0300, p1316, p0560, p0562, p1192pd, and p0560pd. I think the next thing I will do is take the ecu that constantly able to link up and reflash it to work with my truck. And I can't tell why I keep on getting the p0560, p0562 because I have cleaned all of the grounds and the best I can tell the alternator works fine. It just was rebuilt last summer.

Ok well I checked my fuel pressure again today and with the truck running it is around 25 psi and jumps up to 30 when I rev the engine. Now just fyi when it starts it is idling around 1500 rpms. And now with the engine off it is at 24psi. I will run a compression test next but I am not convinced it is that because I checked the compression on the engine when I put it in and it was good and I have only driven it around 6k miles since then if that.
