Uncovered a shoddy repair today... what's the proper repair?pair?

Make a template or pattern then cut out all the rust and weld in new metal piece then body work and paint.

I can cut a dog leg out for you as well. I see more issues in your future on that one. The strike area looks to be next. Definitely do not want a weak point right beside a child seat either.
