When I was in middle school a guy drilled himself in the head seven times with an electric drill trying to kill himself. He did it across the street from the field where my class was playing softball. I was absent that day thank goodness.
Hmmm, guy who is the last guy on his block to not move out and is stopping a major building development conveintly decides to decapite himself. This sounds like some some Brick Top "feed em' to the pigs" style stuff to me.

I thought I read something like this occurring years ago where they were making room for a hi-rise and evicted most of the residents, but a guy still refused to move and ended up killing himself. But they had also cut water and power to the place before the incident occurred.
"I swear to God honey, If this Rover breaks one more time..I'm gonna cut my f-ing head off."
Wife - "Yeah right, whatever...All you do is say you are going to get something done. Like how you were going to cut down those trees."
"F-it you bitch, You want me to cut something...I'll cut something!"

There was a murder in this state about 15 years ago resulting from a falling out between the then main criminal families and a dealer. They shot him and dumped him head first in a 200 litre drum, but unfortunately his legs stuck out the top
The perpetrators them had the bright idea of getting a chain saw to cut off the protruding appendages. They soon gave up and finished the job off with an axe and machete
It appears that chain saws are not up to the task as the flesh clogs up the teeth. They had to stop too many times to clear it.
Another murder a few years later, the offender used a circular saw. It appears this is a far better choice of tool to dismember bodies
