dumbest steering question ever

Ok, so i discovered last night that my steering arm is positioned on the shaft so that there is a gap between the bottom of the box, and the top of the arm. my old truck did not have this gap, so I want to tighten it up. There is a washer on the nut that is bent onto one side of the nut. Point being, I can't get the nut to turn. Is there a lock pin in it or anything that keeps it from turning?

The spline on the shaft coming out of the s/box is tapered, the spline on the arm is also tapered. When it bottoms that is where it is supposed to be. The washer you speak of is the lock washer to keep the nut from turning once the arm is bottomed on the shaft. Basically, leave it alone.
