Take Detroit in it's heyday, Silicon Valley, and New York City, throw them all in a blender with 20,450,000 people and a shit-load of anachronisms from all areas of asian history until everything is mixed the fuck up and tied in knots. Then, take that cluster-fuck sauce and pour it all over a concrete bush sticking out of a fire-ant mound in the middle of a jungle surrounded by mountains.

They didn't believe it, and lack of evacuation orders until the very last minute didn't help. Also, there's a big difference between a storm and radiation. Even still, some DID evacuate, I think it would've been a far worse disaster if nobody had at all.

Yeah yeah, dogs and cats living together, mass hysteria... better than a fully populated metropolis being leveled with everyone home. Varying levels of atrocity here. I know it wouldn't be clean or complete, like I said, but better than the alternative. There's no "win" here, I know that. It's just a question of degrees of suckage.

I love pronouncements on the affairs of foreign country from those that probably don?t even own a passport, let alone wandered around the country they are making observations about.

My observations; Seoul is geared for conventional warfare; there are sufficient bomb shelters to cope with twice Seoul?s population. I know 20 years ago; they used to hold air raid drills on a monthly basis; when the sirens went everybody went to the shelters (odd when as a tall Caucasian you were dragged to a shelter by an elderly Korean woman). I think they stopped them since then, but recently held drills in the city.

Railway stations and networks are underground, often with largish shopping arcades over 2 levels attached. I noticed an absence of pedestrian crossings in Seoul, but a proliferation of pedestrian underpasses. It took me a week to work out why. You can wander the CBD of Seoul without going to the surface. Fun when there has been a riot in the area as the tear gas sinks to the lowest level.

Not perfect, but it is not as if the people are totally unprepared or without shelter. Put them out on the roads and they would be. Different story if it was nuclear, biological, or chemical warfare, but then China would not be too happy about this either

All this discussion ignores an important factor, I doubt whether either Korea has forgotten the battles of Chosun Reservoir. If this sabre rattling was being conducted during May there would be a lot more cause for worry. Do you think North Korea wants to go for conventional land warfare at the beginning of their winter?
