I think the stuff LR uses to coat accessories isn't just regular Powder Coating but a plastic type coating that's why it's so hard to get off. My buddy had his 110 cage stripped and re-powder coated and it required some sort of chemical application I believe.
 
I have this stuff stripped on a regular basis. Roll cage bits, wheels, brush bars, etc. $175 minimum for as much as I can put in the back of a RRC, I don't think that's bad at all, especially when I consider what it looks like when it comes back. Weld up the holes, shoot it with a POR-15 type product, a coat of Rust-Oleum for a top coat and you're good to go.
