I just left the stealership and was told that in order to get a used fob reprogrammed that I'd need the 16 and 17 digit code from the key to input the info into Testbook. Is this indeed true? I purchased the fob from Ebay months ago and didn't receive any codes with it.

Yes, the dealer does need the code to program a key for the D2. Your key fob is worthless without it.
I believe they are referring to the bar code that (should have) came with the key. If it didn't, you got taken...
