Today, Tuesday, March 4, Governor Tim Kaine (D) announced his veto of two critically important self-defense measures ? Senate Bill 436 and Senate Bill 476, both of which passed each chamber of the General Assembly by overwhelmingly bipartisan majorities.

SB436, authored by State Senator Jill Vogel (R-27) would allow for non-concealed carry permit holders to safely store a handgun in a locked container or compartment in a vehicle or boat. The State Senate passed the measure 31-9, while the House of Delegates approved the bill, 69-29.

SB476, authored by State Senator Emmett Hanger (R-24), would allow restaurants and clubs to decide whether or not concealed carry permit holders may carry concealed firearms in their dining establishments for self-defense, provided that the CCW permit holder does not consume alcohol. Thirty-one states currently allow concealed carry in restaurants. The Virginia Senate voted 24-15 in favor of the bill, while the House of Delegates vote passed it 62-36.

?The NRA is disappointed by the governor?s decision to ignore the will of a bi-partisan majority of the legislature,? said Chris W. Cox, NRA?s chief lobbyist. ?Both bills are reasonable measures. The delegates and senators who voted for this measure trust law-abiding Virginians and believe that these sensible measures enhance public safety within the Commonwealth of Virginia.?

Governor Kaine?s veto demonstrates that he doesn?t trust Virginia?s nearly 150,000 law-abiding concealed carry permit holders. Moreover, in the media release announcing his veto of SB476, Gov. Kaine alluded to ?law enforcement? opposition to this measure. However, during committee testimony in both chambers, Virginia State Police representatives did not state any opposition to the bill when asked for their position.

The General Assembly session is scheduled to adjourn this Saturday, March 8. Consideration of legislation vetoed by Governor Kaine will take place during the Reconvened Session on Wednesday, April 16.

thats funny, I was just visiting Senator Wampler's house and we talked a little bit about this. i asked him to keep me informed as to what might be done about it. I wish I would have had a few of those facts to present to him in person. I just shot him an email.

What are the carry laws in Virginia? It sounds like you need a license to open carry and you can't carry in a place that serves alcohol?

They honor our licenses.

Sounds like you just can't carry in a place that serves alcohol (which is no different than we have it here).

I would imagine you just have to follow whatever laws they have for CCW, but you may want to read up before carrying there.

Yea...sort of goes without saying. I was refering to his question regarding the Bills you listed above.

Sounds like the school, church, government buildings rule is the same everywhere (to be honest, I don't know that for sure), but some states can be a bit different with the alchohol.

For example. Here in Ohio, we can't carry on the premisis of any establishment that serves alchohol for consuption (on premisis), yet I can drive across the river into Kentucky and carry in a restauraunt that DOES serve alchohol as long as they get 51% or more of thier business from the sale of food.

My Iowa permit to carry concealed is stamped:

"NOT VALID ON ANY PREMISES WHERE ALCOHOLIC BEVERAGES ARE CONSUMED. VALID FOR HANDGUN ONLY."

I'm lucky to have my permit, considering the leftist legislature & governors my state my state has elected lately.

I think all this will be moot if Obama or Clinton win the election.

Thats safe, no one was ever attacked in a bar, church, school, or state building.

In PA we can carry anywhere except court houses (they have metal detectors) and whatever the federal government says its off limits.

But we don't have much to protect yourself if you have to use a firearm. No castle doctrine or anything. But better to be tried by 12 than carried by 6...

no true about the church, if i remember correctly there was a thread about a shooting in CO awhile back?
 
Man, about the only thing Indiana has going for it is their CCW laws.

Easy to get, legal to carry anywhere but commercial airliners (the only restriction printed on the permit) and this December, I will get my LIFETIME CCW permit!

As for the alcohol, in Fort Wayne, there have been several situations where patrons of bars have shot individuals attempting to rob the joint. Apparently, Indiana is the only state where they recognize that bars are prime targets for thieves and that CCW permitees are able to practice discretion.

There is a liquor store in Fort Wayne where thieves KNOW to stay out of-the last time they were robbed, four of the five people in the liquor store shot and killed the two robbers!

i think it was sarsasm. surely no one could be that oblivious. and, you are right. there was one in CO a short time ago. ive still got the voicemail saved on my phone with gunshots in the background from a good friend of mine in attendance that morning!

SB436 makes no sense... Why was it even being voted on? I could understand if they were talking about having a loaded gun in an unlocked cubby box right next to you but, to say any container anywhere in the car is just stupid? So how are people going to take their guns to the shooting range? Stack them up in plain view on the back seat? Don't run into a 7-11 to get a slurpie cuase you can bet every gun you have will be gone by the time you get back to your car... That bill is retarded.. I thought there was already a law on the books for this so why would this even need to be brought up.. Just dumb unless they re-word it with some specifics..


And ya, I agree with Group Capitan Mandrake that if Billary or Bumma win this will be a moot point.. That and I'll be a criminal since I sure as hell won't be turning in any of my guns come collection day.. I'll take the Charlton Heston approach.. You can take them from my cold dead hands.. McCain is almost as bad though, so no matter who wins, gun owners are screwed anyways..

VA is an "open carry state" meaning that if your gun is out in the open and in plain view you are ok.. Granted you can't go into certain places and any place can ask you to leave but, you can carry without a permit.. If you want to carry hidden then you need a permit..
