Just to be clear, I need the actual ignition switch that you insert the key into and its associated parts. I don't need the circular black switch that mounts at the end of the assembly and actually starts the car. Mine works fine, right now I can start my Disco with a screwdriver. :)

To make this truck totally right could easily require $2k+ depending on your level of DIY. Then you'd have a $4k truck. There's a ton of Discoveries available for sale, why buy one that's overpriced and needs a lot of work?
Buying a powerchip for a normally aspirated vehicle is nearly always a waste of money. Ask for independent before and after dyno results from the supplier, that should pretty well shut them up.
The issue on my D1 was rotted vacuum lines and a pump plugged up with dirt, after replacing the lines and flushing the pump with water all is well. Both were pretty obvious, so I didn't have to go through any diagnostics.
