Telecommunications act of 1996. This thread got me into an hour long read of the act summary on the FCC website.

Yes, it was started by someone else. You may be correct on it being Reagan. It was a land-line hook up program at first. The difference is that it transitioned to cell phones (read 'sexy' and 'desirable'), was named Obama Phone (on purpose), used by the campaign (in one way or another), and the program was greatly expanded in the year or two before the election.

I like how you make a false statement. Get called on it. Then gloss over previous statement to make new false statement. Show me the White House or Democratic party ever mentioning Obama Phone and I will give you the same 50 bucks.

False statement? Where? I don't... think... I said Obama started it, I knew that long ago. If it reads that way it wasn't intended. I was just talking about Obama Phone the actual Obama program as his administration is running it. I didn't know we were talking about anything but the Obama Phone.

I can't show you the link on the web site, it was taken down. It happened early summer when I first heard about ObamaPhones. I went and looked the thing up through Snopes or something. Then I got curious about the actual radio report on a talk show -- I heard that the campaign was touting it. I never heard them tout it, but I found that Obama Phone link on the official Obama campaign web site. I can't prove it, I'm just saying it. I figured people would take it for what it's worth since I didn't link to proof.

The program started in the early 90s and is called the Universal Service program. It is administered by the FCC. On your phone bill (both landline and cell phone) you will see a Universal Service Fee. We all pay it. The original intention was to raise money to wire schools and libraries for computers and internet. It was also intened to bring internet access into rural and underserved areas. I worked with many school districts at that time to do just what the program was meant to do.

The problem came when all the schools and libraries were wired up, but the money kept flowing in. Someone came up with the idea that the money could be used to pay for basic telephone service for those in need. There were a few highly public cases were elderly people had their phone disconnected for non-payment then couldn't call for help. This fueled the program.

As has been stated earlier, the program is now being extended to cell phones and indeed people 'on the street' call them ObamaPhones.

The Universal Service program has run its course and the fee should be eliminated. But as we all know, once the Government gets a revenue stream they can't seem to give it up.

I thinks this sums it up.

This quote appeared in a Czech newspaper in April of this year. I think the Czechs may be on to something ...
" The danger to America is not Barack Obama but a citizenry capable of entrusting a man like him with the Presidency. It will be far easier to limit and undo the follies of an Obama presidency than to restore the necessary common sense and good judgment to a depraved electorate willing to have such a man for their president. The problem is much deeper and far more serious than Mr. Obama, who is a mere symptom of what ails America. Blaming the prince of the fools should not blind anyone to the vast confederacy of fools that made him their prince. The Republic can survive a Barack Obama, who is, after all, merely a fool. It is less likely to survive a multitude of fools such as those who made him their president".

Vaclav Klaus - Former Premier of Czech Republic
