Even if impacted and scraped, powder should not flake. Most appliers know shit-all about powder coating and the way it works. It's bad reputation is entirely due to poor application.
A proper coating is an outstanding thing, and will last through years of use, requiring only very infrequent maintenance. Every few years or so, wipe it down with a plastic restoration fluid, and that's it. You should be able to fix scratches at your leisure without any trouble.
It should be able to take a hit strong enough to bend the metal a reasonable amount, without cracking around the scratched area.
RTE, however, has a long history of bad coating. It's to be expected from their parts at this point. It's not like their stuff is cheap anymore, though. I don't know how well they are doing now, but at the prices they ask, there isn't much of an excuse anymore.
