I think it is a reference to the practice of having students do some kind of public service. Some high schools require it to get an advanced diploma, most good schools are looking for it now. Here we have all kinds of clubs that do some kind of community service stuff.
Offering it as an elective is fine by me, but legislating it as a requirement will never work.
I work with a guy who is a die-hard socialist, class-envy democrat.
He blames EVERYTHING on Reagan & republicans; current housing situation, his too-low wages, blah blah.
The fact that he has no real marketable skills doesn't seem to enter into his equations, and for some reason has a problem with my wife, a pharmacist, making significantly more than him.
He believes that HUGE government is good.
Many of his sentences start with "The Corporations..."
He thinks Dick Cheney
"owned" Halliburton.
No clear concept of shareholders - essentially, a PERFECT Obama voter.
He thinks a 90% income tax rate for high-earners makes sense.
"They don't need that much money"
I said, "what about the reward for innovation? What if I invent...?"
He has no answer for that.
I asked him what made him qualified to decide how much money was enough money for someone else.
I said, "we have 2 kids to put through college, and if we could afford it, we'd pay for our half-dozen nieces and nephews, too."
His response was "they should pay their own way".
"My wife & I paid our own way, and our kids should benefit from our efforts."
blink. nothing.
He says, about shit like this, "well, I think they meant..."
You know what?
It doesn't fucking matter what he (or you)
think about what they may or may not have
meant.
The
ONLY thing that matters is what is written into law.
No interpretation.
No "they mean this or that".
I don't CARE what they MEANT, the ONLY thing that matters is what they WRITE.
